Yes, mainly because you can’t play the game too casually, without trolling. Probably wouldn’t be re-rated as a 12, would probably go to a 16 (from 15, as 15 is unused now). TF2 would probably be fine for a 12 Y/O, depending on their tolerance to the light gore and light swearing it has. they can’t play it without other human players. For parents that don’t know, this game is ONLY online. However, if you read a bit deeper you see “Online Interactions Not Rated by the ESRB”. The ESRB states that this game is rated “Teen”. 
The violence is relatively mild, even when compared to other T-rated shooters.

Dead bodies are mildly disturbing to see and in this game the blood can get very disturbing even on the lowest level. Violence & Gore Blood will splatter, and in some maps you get to choose the level of blood. Garry’s Mod doesnt need a rating because its what ever the owner intends to do with it. Most Garry’s Mod Playtime Ladder (Worldwide) # If you want to stay completely safe, then stay on singleplayer. There is are hacker groups and gmod cliques who will do things like that but it doesnt make the game unsafe. The Gmod community is terrible and unsafe, but the game is entirely safe.
